REPORT NARRATIVE:

Council Members Constantine and Librers, serving as the RDCS Update Working Group Chair and Vice-Chair, along with staff, will provide the City Council with a progress report on the sixth meeting of the Residential Development Control System (RDCS) Update Working Group, which took place on the morning of July 22, 2015. This progress report will also cover the seventh Working Group meeting, which will take place on the morning of August 5th. Following a summary of the Working Group's activities, the City Council will have an opportunity to provide input on the Working Group's discussion and/or decisions made at their meeting.

 

The main topics discussed at the sixth Working Group meeting were:

                     Design issues and the RDCS

                     RDCS points and weighting

                     Sequence of allotment and entitlement approvals

 

The seventh meeting will provide the Working Group with an opportunity to review and discuss the Working Draft of the RDCS.

 

Attached for reference is an updated schedule of the remaining RDCS Update tasks and Working Group meetings. The updated schedule shows the previously added Working Group meetings and the dates for City Council and Planning Commission review of the RDCS Working Draft and Preliminary Review Draft. The Public Review Draft of the RDCS is anticipated to be available in December.

 

COMMUNITY ENGAGEMENT:                     Collaborate

The RDCS Update is an important component of the Morgan Hill 2035 project, which has and will continue to provide opportunities for public participation. The RDCS Update Working Group includes members that represent a variety of community interests and the working group meetings are open to the public providing community members with another opportunity to listen to discussions and provide comments on the RDCS Update.

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:

On May 6, 2015 the City Council approved a schedule for the RDCS Update Tasks, including regular check-in opportunities with the full Council. On May 20, June 3, June 17, July 8, and July 15, 2015 the Council received reports from the RDCS Update Working Group.

 

FISCAL AND RESOURCE IMPACT:

Formation and staff support of the RDCS Update Working Group is within the budget and work plan for the Morgan Hill 2035 project

 

CEQA (California Environmental Quality Act): 

Not a Project

 

The City Council is receiving updates and discussing the progress of the RDCS Update Working Group.
