RECOMMENDATION(S)
RECOMMENDATION
Adopt a resolution approving the following actions;
1. Approve a professional services agreement with Luhdorff & Scalmanini Consulting Engineers to provide design services for new buildings and equipment at the Main Ave. and Walnut Grove well sites in an amount not to exceed $229,840; and
2. Authorize the City Manager to execute and administer the professional services agreement.

REPORT NARRATIVE:
On April 15, 2015, City Council awarded the Drilling of Four Water Supply Wells (Boys Ranch Well #2, Jackson Well #3, Main Avenue Well, and Walnut Grove Well) to increase the City's water supply capacity and to address to urgencies surrounding the ongoing drought.
On April 29, 2015, City Council amended the Luhdorff & Scalmanini Consultant Engineers agreement to perform the next step towards completing the Boys Ranch Well #2 and Jackson Well #3 projects. This work includes the analysis of the wellheads, motor controls and water treatment equipment for these sites and designing modifications necessary to operate the newly drilled wells.
The remaining two well sites being drilled as part of the April 15, 2015 Council action are the new Main Avenue and Walnut Grove well sites. These two sites will require new wellheads, motor controls, water treatment equipment and the buildings to protect the new equipment. As shown on Exhibit D the settings of these two new wells are within residential areas. The exterior of the buildings will be designed to be complement with surrounding homes comparable in design to the Butterfield Well Building Elevations. The new buildings will be designed to include sound attenuation to reduce potential motor noises.
The scope of work under this agreement includes the following:
· Design of the new pump stations, including survey and geotechnical investigation
· Assistance to City with regulatory agency permitting
· Technical support to City during bidding of building construction
· Technical support to City during construction (submittal reviews, construction clarifications, etc.)
The design portion of the work will be completed in late November 2015 and the construction of the buildings is scheduled to be completed in July 2016.
Proposals were requested from a total of five firms. Luhdorff & Scalmanini Consultant Engineers provided the only response. Their work scope meets the project's requirements and their proposed fee is consistent with similar recent design work.
COMMUNITY ENGAGEMENT: Inform
Staff will begin community engagement with affected adjacent property owners for the new well sites and structures after the well flow rates have been established and the determination to proceed is reached.
ALTERNATIVE ACTIONS:
Council could direct staff to reject this proposal and re-advertise in hopes of receiving lower design costs. The consequences would be a delay in getting the wells online with the possibility of similar or higher design costs.
PRIOR CITY COUNCIL AND COMMISSION ACTIONS:
· Award of professional services Agreement to provide design services for Walnut Grove well drill design to Pueblo Water Resources in an amount not to exceed $96,860 on May 7, 2014.
· Award the Drilling of Four Water Supply Wells to Maggiora Bros. Drilling Inc. in an amount not to exceed $1,607,570 on April 15, 2015.
FISCAL AND RESOURCE IMPACT:
If approved, the total authorization for this project will be $229,840. There is sufficient funding for this action in the 2014-15 Capital Improvement Budget in project #601000 - Water Wells, from Water Impact Fund AB1600 (651). The Water Impact Fund is being funded through the Water Bond Proceeds.
