RECOMMENDATION
Adopt a Resolution approving the following actions:
1. Approve project plans and specifications;
2. Award a contract to Golden Bay Construction, Inc. ("Project') in the amount of $58,930;
3. Authorize the expenditure of construction contingency funds not to exceed $5,893; and
4. Authorize the City Manager to execute and administer that certain construction contract with Golden Bay Construction, Inc.

REPORT NARRATIVE:
The scope of work for the Citywide Sidewalk Replacement Project ("Project") will include the removal and replacement of concrete sidewalks at various locations within the City of Morgan Hill. The sidewalks to be addressed with this project will primarily be located on Monterey Road between Cosmo and the CalFire station. The scope of work also includes the removal and replacement of street trees as determined during the sidewalk installation.
In soliciting bids for the Project, the City advertised in the Morgan Hill Times newspaper, two online services, Online Plan and Public Purchase, and sent bid packages to ten Builders Exchanges in Northern California.
The bid opening was held on May 26, 2015 and three (3) bids were received as listed below.

The low bidder, Golden Bay Construction, Inc. has over 32 years of experience and has completed multiple projects for the City of Morgan Hill including sidewalk replacement projects in 2013 and 2014. Staff contacted Golden Bay Construction’s references and found them to be both responsible and qualified to perform the work. Staff recommends the award of this contract to Golden Bay Construction, Inc. for $58,930. Staff also recommends a 10% contingency of $5,893, which will yield a total construction authorization of $64,823. The Project will be scheduled to begin construction in late June and is expected to take not more than 21 calendar days. The contractor will work closely with the City’s project manager and program staff to insure pedestrian safety and minimize impacts to local residents as sidewalk repair is underway.
COMMUNITY ENGAGEMENT: Inform
Signs will be posted at the sidewalk repair sites to inform pedestrians and cars of the construction underway. Notification will be posted on the City’s website and on Next Door Morgan Hill to inform residents that sidewalk repairs will be underway throughout the City from late June through July.
ALTERNATIVE ACTIONS:
An alternative action would be to delay the repair of citywide sidewalks.
PRIOR CITY COUNCIL AND COMMISSION ACTIONS:
Funding for sidewalk repair is in the approved FY 14-15 Street Maintenance Budget in the amount of $50,000. The City Council has awarded prior sidewalk repair contracts in the past several years.
FISCAL AND RESOURCE IMPACT:
If approved, the total funding authorization for this project will be $64,823, which is the contract price with a 10% contingency. The Citywide Sidewalk Replacement project is budgeted for $50,000 in the adopted FY 14-15 Budget (010.6100-Streets Maintenance). The total additional amount needed for this project is $14,823. There is $14,823 available in the current Street Maintenance appropriations for the project and no budget adjustment is recommended.

Categorical Exemption
The activities described in this Staff Report are categorically exempt under CEQA, specifically pursuant to Section 15301 of the CEQA Guidelines (Existing Facilities), as the subject work involves the repair, maintenance or minor alteration of existing City facilities involving negligible or no expansion of use of those facilities.
