RECOMMENDATION(S)
RECOMMENDATION
Adopt Resolution approving the following actions:
1.      Approve project plans and specifications;
2.      Award a contract to C.F. Archibald Paving, Inc. for the 2015 Pavement Resurfacing Project in the amount of $995,810;
3.      Authorize expenditure of construction contingency funds not to exceed $99,581; and
4.      Authorize the City Manager to execute and administer the construction contract with C.F. Archibald Paving, Inc.

REPORT NARRATIVE:
The scope of work for this project includes Asphalt Concrete (AC) overlay, full depth AC pavement repair, and crack seal work. The streets to be overlaid with this project are East Dunne Avenue from Condit Road to Hill Road and Tennant Avenue from UPRR right-of-way to Vineyard Boulevard.  The treatment types and locations were selected based on information obtained from the City's Pavement Management Program and through visual inspection by city staff.  
 
In soliciting bids, the City advertised in the Morgan Hill Times newspaper and sent bid packages to eleven Builders Exchanges, ranging north/south between San Francisco and Salinas and east/west between Acampo and Santa Cruz.  
 
The bid opening was held on June 4, 2015 and the bids received are listed below.  The low bidder has years of experience doing this type of work and has performed similar work in the City during the last 4 years.  Staff recommends award of the contract to C.F. Archibald Paving, Inc. The project is scheduled to begin in August 2015 and be completed by September 2015. C.F. Archibald Paving, Inc. bid was 16% lower than the engineer's estimate of $1,159,767.

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:
June 18, 2014 - City Council Approved 2014-2015 Capital Improvement Program
 
FISCAL AND RESOURCE IMPACT:
The total authorization for this project is $1,095,391 which includes a 10% contingency of $99,581.  Project funding in the amount of $918,000 will come from the 2014-2015 Capital Improvement Program budget under Pavement Rehabilitation Program, Project #519Y15.  The remaining $177,391 of project funding will come from the 2015-2016 Capital Improvement Program Pavement Rehabilitation Program budget.  The balance of the 2015-2016 Capital Improvement Program Pavement Rehabilitation Program budget will be spent on resurfacing Monterey Road from Dunne Avenue to East Middle Avenue.  This work will be done in the spring of 2016 and staff will return to Council once the formal bid process is completed in mid FY 15-16.
 
CEQA (California Environmental Quality Act):  
Categorical Exemption - The activities described in this Staff Report are categorically exempt under CEQA, specifically pursuant to Section 15301 of the CEQA Guidelines (Existing Facilities), as the subject work involves the repair, maintenance or minor alteration of existing City facilities involving negligible or no expansion of use of those facilities.
