REPORT NARRATIVE:

The Political Reform Act requires every local government agency to review its Conflict of Interest Code biennially (even years) to determine if it is accurate or must be amended.  In order to include recent staffing changes and additions into our conflict of interest code, staff’s practice is to complete this review annually. The review has been conducted by the Leadership Team, City Attorney and City Clerk.  Based on said review, staff recommends that the City Council adopt the attached resolution, amending the City’s Conflict of Interest Code to update the reporting categories.  The categories to be deleted are strike-outs; additions/changes are in underscore/bold; and relocated categories are in [bracket/bold].

 

Staff has identified the recommended changes below to the City’s Conflict of Interest Code in order to comply with Government Code Section 87306 to update the reporting categories and to comport with the current employee classifications:

 

1.                     Add the Following Reporting Categories:

a.                     Older Adult Services Supervisor

b.                     Parking Authority of the City of Morgan Hill

 

2.                     Modify the title of the following Reporting Categories:

a.                     Administrative Services Director to Assistant City Manager for Administrative Services

b.                     Utilities Business Manager to Deputy Director for Utility Services

 

3.                     Remove the Following Reporting Category:

a.                     Principal Planner

The last amendment to the Conflict of Interest Code was on July 2, 2014.
