RECOMMENDATION
Adopt a Resolution approving the following actions:
1. Approve project plans and specifications;
2. Award a contract to Alaniz Construction, Inc. for the 2014-2015 Parking Lot Seal Coat Project-Phase 2 in the amount of $56,336.64;
3. Authorize the expenditure of construction contingency funds not to exceed $5,633; and
4. Authorize the City Manager to execute and administer that certain construction contract with Alaniz Construction, Inc.

REPORT NARRATIVE:
This is the second phase of the 2014-2015 Parking Lot Seal Coat project. The first phase was completed last November and included the three parking lots at Galvan Park/Friendly Inn, Nordstrom Park and the El Toro Youth Center.
The scope of work for this second phase of the 2014-2015 Parking Lot Seal Coat project included repairing, sealing and restriping six city-owned parking lots. The parking lots are located at the Community and Cultural Center, the City Corporation Yard, Paradise Park, the Farmers Market/Transit Center, and the Downtown Parking Lots located between W 1st Street and W 2nd Street and between E 2nd and E 3rd Streets.
In soliciting bids for this project, the City advertised in the Morgan Hill Times newspaper, two online services, Online Plan and Public Purchase, and sent bid packages to eight Builders Exchanges in Northern California.
The bid opening was held on May 18, 2015 and eight bids were received:

Alaniz Construction submitted the low bid at $60,838.84. Subsequently, it was determined that undergrounding work would occur in the downtown parking lot between E 2nd and E 3rd Streets in September. Since the parking lot seal coat project is to be completed by late July, the low bidder agreed to remove the E 2nd Street parking lot from the scope of work and reduced costs by $4,502.20, which is based on reduced mobilization costs and bid quantities.
Staff recommends the award of this contract for $56,336.64. Staff also recommends a 10% contingency of $5,633, which will yield a total construction authorization of $61,969.64. This project will be scheduled to begin construction in late June and is expected to take no more than 21 calendar days. The contractor will work closely with the City's project manager and program staff to schedule the closure of the parking lots and minimize impacts to the public, especially the Downtown Transit Center Parking Lot.
COMMUNITY ENGAGEMENT: Consult
The general public will be informed about the planned parking lot closures prior to the commencement of work via the City's web site and electronic media. Notices of the intended lot closures will be posted ten days before the work begins. The Downtown Business Association, Chamber of Commerce, local businesses, and special event sponsors will be consulted in scheduling the work in those areas.
ALTERNATIVE ACTIONS:
An alternative action would be to delay the second phase of the Parking Lot Seal Coat project.
PRIOR CITY COUNCIL AND COMMISSION ACTIONS:
The funding for the 2014-2015 Parking Lot Seal Coat project is included in the adopted FY 14-15 budget in the amount of $40,000. The first phase of the project was completed for $19,830 in 2014 leaving a balance of $20,170 for the completion of this second phase.
FISCAL AND RESOURCE IMPACT:
The total cost of the second phase of the 2014-2015 Parking Lot Seal Coat project will not exceed $61,969.64, which includes a 10% contingency.
Of that total, the cost of the downtown parking lots is approximately $10,798 and will be funded by Successor Agency Bond Proceeds (Fund 250) approved in ROPS 14-15B (line 104).
The remainder of the cost of $51,171.64 represents the Community and Cultural Center, Paradise Park, and Corporation Yard parking lots and is budgeted over two fiscal years in the Capital Improvement Program (CIP) Public Facilities Budget (Fund 346). The fiscal year 14-15 Capital Improvement Budget amount is $20,170, and the fiscal year 15-16 Capital Improvement Budget amount is $31,001.64.

Categorical Exemption
This project is categorically exempt from CEQA per section 15301 (Existing Facilities) as a minor modification to an existing facility.
