Waive the Reading, Adopt Ordinance No. 2152 New Series, and Declare that said Title, which appears on the Agenda, shall be determined to have been read by Title and further reading waived.

REPORT NARRATIVE:

On July 15, 2015, the City Council Introduced Ordinance No. 2152 New Series, by the Following Roll Call Vote: AYES: Carr, Constantine, Siebert, Tate; NOES: None; ABSTAIN: None; ABSENT: Librers.

 

COMMUNITY ENGAGEMENT:                     Collaborate

The community engagement effort related to the project have been ongoing and described in the City Council Report ‘Agricultural Land Preservation Program and Southeast Quadrant Land Use Plan’ as of February 4, 2015. Most recently, in response to a staff inquiry, LAFCO staff has indicated that they do not have any response in addition to comments they have previously provided. County Planning staff have indicated that they consider the question of USA expansion to be under LAFCO's jurisdiction and that they would not have a comment upon the current actions being considered by the City.

 

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:

The Planning Commission held a duly noticed hearing on June 23, 2015 where the two aforementioned components of the overall project were discussed. For prior actions, please see the aforementioned components of the overall project were discussed. For prior actions, please see the City Council Staff Report, Agricultural Lands Preservation Program and Southeast Quadrant Land Use Plan, February 4, 2015.

 

 

FISCAL AND RESOURCE IMPACT:

Ongoing staff work on the Project is being funded through the City’s Long Range Planning fund. Additional costs, such as consultant fees and noticing are shared between the City’s Long Range Planning Fund and the private applicants participating in the project

 

CEQA (California Environmental Quality Act): 

Project, Description of CEQA requirements

 

An Environmental Impact Report (EIR) was prepared in accordance with the California Environmental Quality Act (CEQA) to evaluate the potential environmental impacts associated with the adoption of a Citywide Agricultural Lands Preservation Program and Southeast Quadrant Land Use Plan (State Clearinghouse No. 2010102010). This document, prepared in conformance with the CEQA Guidelines (California Code of Regulations, Title 14, Section 15000, et seq.) and City of Morgan Hill rules and regulations, evaluated the impacts of the subject project and was previously certified under the requirements of CEQA last November 2014
