An Environmental Impact Report (EIR) for the Morgan Hill 2035 Project, which included the Residential Development Control System (RDCS) Update, was prepared in accordance with the California Environmental Quality Act (CEQA) and certified by the Morgan Hill City Council on July 27, 2016. PROJECT SUMMARY:
This is the sixth in a series of workshops with the Planning Commission regarding the development of an RDCS Competition Manual to accompany the proposed update of the City's Residential Development Control System (RDCS).
The Planning Commission reviewed sections of the Draft Competition Manual at their prior workshops held on October 11, October 18, November 1, November 15, and November 22, 2016. At the last (fifth) workshop the Commission discussed and provided feedback on the proposed criteria, standards, and points for Objective 8 Municipal Services and Objective 9 Project Quality.
For Objective 8 Municipal Services the Commission recommended relocating the location-based standards from the criteria to Objective 2 Location in a new Municipal Services criteria and moving 5 points associated with Objective 8 Municipal Services to Objective 2 Location. This included moving parts of Criteria 8-A, 8-B, and 8-C and all of Criteria 8-D Police and Fire Services. Criteria 8-E would be renamed 8-D Infrastructure and Services Fund Contribution.
The Commission generally supported the proposed revisions to Objective 9 Project Quality. In addition to the proposed six criteria the Commission recommended four additional criteria: 9-G Public Art; 9-H Quality of Construction; 9-I Affordable by Design; and 9-J Project Excellence. The Commission also suggested a number of modifications to the standards in Criteria 9-A through 9-E.
For the sixth workshop on November 29, 2016, the Commission will revisit their earlier discussion of Objective 6 Environmental Protection, conclude their discussion on Objective 9 Project Quality, discuss a new section of the Competition Manual regarding RDCS Competition implementation policies, and time permitting, review previously provided feedback that will be used to develop the third Draft of the RDCS Competition Manual.
Regarding Objective 6 Environmental Protection, the Commission on November 15, 2016 discussed modifying the list of criteria from the four listed in the Draft Competition Manual to five criteria. Criteria 6-A Energy Efficiency and 6-B On-site Renewable Energy were retained. Criteria 6-C Solar Ready Buildings was replaced with 6-C Water Conservation and Criteria 6-D Sustainable Building and Site Design was split into two separate criteria 6-D Sustainable Building and 6-E Site Design.
