REPORT NARRATIVE:
Council Members Constantine and Librers, serving as the RDCS Update Working Group Chair and Vice-Chair, along with staff, will provide the City Council with a progress report for the third meeting of the Residential Development Control System (RDCS) Update Working Group, which will take place on the morning of June 17th. Following a summary of the Working Group's activities, the City Council will have an opportunity to provide input on the Working Group's discussion and/or decisions made at their meeting.

The main topics scheduled for the third Working Group meeting are:
* Draft standards and points for the new RDCS competition
* The right mechanism to establish the number of available allotments each year
* Whether the City continue to allow extensions to unused allotments and the best way to ensure that there are not too many new units constructed in any single year
* Types of housing exempt from the RDCS competition

At subsequent meetings the RDCS Working Group will be discussing the allotment formula, rules for granting extensions to unused allotments, mechanisms for ensuring adequate infrastructure and services, RDCS administration, and other issues.
