REPORT NARRATIVE:

On August 22, 2012, the City Council awarded professional services contract to CSG Consultants, Inc. for inspection services on Public Works Projects in the amount of $180,000.  The first amendment was executed on October 30, 2013 and increased the amount to $330,000.  The second amendment was executed on August 22, 2014 and increased the amount to $450,000.  The third amendment was executed on December 19, 2014 and extended the professional service completion date to December 31, 2015.

During the last three years, CSG Consultants, Inc. has played a pivotal role providing much needed inspection services for developer initiated public works construction or for Capital Improvements Program (CIP) projects.  Construction activity for both developer initiated and CIP projects and remains strong.  In addition, the aggressive construction schedule for the Downtown projects has necessitated the need for a full time inspector to monitor construction and to interface with affected businesses.

Based on the expected amount of construction activity through the term of the current professional services agreement, staff recommends amending the agreement to increase the amount by $100,000, thus increasing the total not to exceed amount to $550,000.   The additional agreement amount will be used on an as-needed basis to provide supplemental inspection services with a focus on the Downtown projects.

FISCAL AND RESOURCE IMPACT:

The additional services included in this proposed contract amendment will support a variety of CIP projects, including the Downtown projects funded with RDA bond proceeds currently under construction. Projects in the approved FY 2015/16 CIP are currently budgeted for these services and will be charged directly for the costs incurred.  In addition, as these services apply to the Downtown projects funded with RDA bond proceeds, the anticipated expenses were included in the approved ROPS 14-15B and the ROPS 15-16A submitted and approved by the Oversight Board and by the State Department of Finance.
