RECOMMENDATION
Adopt resolution to:
1. Approve an appropriation of $364,030 from the Un-appropriated Sewer Impact Funds (Fund 641) to Project 308C15;
2. Approve Project Plans and Specifications;
3. Award Contract to Mountain Cascade, Inc. for the Construction of the Harding Avenue Sewer Trunk Line Project in the Amount of $1,777,300;
4. Authorize Expenditure of Construction Contingency Funds Not to Exceed $177,730; and
5. Authorize the City Manager to Execute the Contract with Mountain Cascade, Inc. for the Harding Avenue Sewer Trunk Line Project.

REPORT NARRATIVE:
The Harding Avenue Sewer Trunk Line Project consists of the installation of approximately 7200 linear feet of 30-inch sewer pipe (sewer trunk) along Harding Avenue from California Avenue to Highland Avenue, parallel to the existing sewer trunk in Harding Avenue as part of the City’s Sewer Master Plan.
The bid opening was held on August 20, 2015 and the bids received are as listed below. Mountain Cascade, Inc. is the apparent responsible low bidder and has extensive experience in underground pipeline work. Staff recommends award of the contract to Mountain Cascade, Inc. in the amount of $1,777,300.

The project is scheduled to begin in late September, 2015 and be completed by January, 2016, weather pending. Mountain Cascade, Inc.’s bid is within 3% of the most recent engineer’s estimate. To fully fund the project to completion, it will be necessary to appropriate an additional $364,030 from un-appropriated sewer impact funds. A budget scorecard is attached.

COMMUNITY ENGAGEMENT: Inform
Prior to the start of construction, City Staff and Contractor will notify affected home owners of the scheduled scope of work. During construction, City staff and Contractor will continue to notify residents regarding construction progress and dialog to minimize inconveniences.

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:
The Harding Avenue Sewer Trunk Line Project is included in the FY 2015/16 Adopted Budget.
FISCAL AND RESOURCE IMPACT:
The total construction authorization for this project is $1,955,030, which includes a 10 percent contingency of $177,730. The project’s construction cost is funded in the FY 15/16 Capital Improvement Program (CIP) budget under CIP Project 308C15, Harding Avenue Sewer Trunk Line. An appropriation of $364,030 from the Un-appropriated Sewer Impact Fund is required to fully fund the construction cost for this project.
