REPORT NARRATIVE:

The City of Morgan Hill has partnered with the YMCA of Silicon Valley for the last nine years to operate the Centennial Recreation Center.  The current agreement with the YMCA expires on June 30, 2016.  YMCA and City staff have been actively working on an agreement addendum to extend the partnership.  With organizational changes that have occurred over the last year, some minor modifications to the agreement are being discussed and planned. The existing agreement requires that a written extension to the agreement occur prior to December 31, 2015.  However, staff does not yet have the extension addendum ready for Council review and are requesting additional time to bring this forward.

In order to accommodate this additional time, an addendum moving the extension deadline to February 6, 2016 has been proposed. It is anticipated that the addendum extending the agreement with the YMCA will be brought to the Council in January.

COMMUNITY ENGAGEMENT:                     Not Applicable

The current agreement extension is currently being discussed only at a staff level. Operationally, CRC staff engage with the Community regularly through a variety of means, including: direct input from users, customer comment card, online forms, and surveys to users.

ALTERNATIVE ACTIONS:

The Council could choose to not approve this amendment.  This would then require that a new agreement be established prior to June 30, 2016 to continue partnering with the YMCA. This option is not recommended as it would require additional staff time from both City and YMCA staff.

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:

The Council approved the first Addendum to this agreement on October 20, 2016.

FISCAL AND RESOURCE IMPACT:

The recommended action creates no fiscal impact.

CEQA (California Environmental Quality Act):

Not a Project

This is an administrative report that does not have an impact on the physical environment and is, therefore, not a project under CEQA.
