RECOMMENDATION(S)

RECOMMENDATION

1.                     Discuss the recommended positions on 2016 regional and state ballot measures; and

2.                     Direct staff to correspond appropriately in support of Measure A, B, Propositions 51, 54, and 67; in opposition of Propositions 53, 57, 64, and 65; and to take no position on Proposition 63.

REPORT NARRATIVE:

The November 2016 election has many statewide and regional ballot measures. The purpose of this report is to provide the City Council an opportunity to discuss if it would like to take a formal position on any of the following measures. A summary of each ballot measure and the positions the California Cities Association of Santa Clara County and the League of California Cities have taken is provided (Attachment 1). Staff has recommended these based on knowledge of the issues and input from professional affiliations (Attachment 2 - Cities Association of Santa Clara County Review of Statewide Ballot Propositions November 2016). Staff recognizes there may be additional measures individual Council Members may want to add for discussion.

 

Regional Ballot Measures

 

Support:

                     Measure A - Santa Clara County Affordable Housing Bond 

                     Measure B - Santa Clara Valley Transportation Authority Sales Tax

 

Statewide Ballot Measures

 

Support:

                     Proposition 51 - California Public Education Facilities Bond Initiative

                     Proposition 54 - Public Display of Legislative Bills Prior to Vote

                     Proposition 67 - California Plastic Bag Ban Veto Referendum

 

Oppose:

                     Proposition 53 - Revenue Bonds

                     Proposition 57 - Parole for Non-Violent Criminals and Juvenile Court Trial Requirements                     

                     Proposition 64 - Marijuana Legalization Initiative Statute

                     Proposition 65 - Carryout Bags, Charges, Initiative Statute

 

No Position:

Proposition 63 - Background Checks for Ammunition Purchases and Large-Capacity Ammunition Magazine Ban
