RECOMMENDATION(S)

RECOMMENDATION

Adopt resolution:

1.                     Accepting the Community and Cultural Center Demonstration Project in the final amount of $253,705;

2.                     Authorizing the Community Services Director to sign the attached Notice of Completion; and

3.                     Directing the City Clerk to file the attached Notice of Completion with the County of Santa Clara’s Recorder’s Office.

REPORT NARRATIVE:

The City Council awarded the contract for the Community and Cultural Center Demonstration Project to Quality Landscape Service, Inc. at its February 3, 2016 meeting. The project included the removal of the existing turf and spray irrigation system and the planting of a water conservation demonstration garden. 

 

The work was completed on June 28, 2016 in accordance with the plans and specifications for the project. There were two change orders in the amounts of $5,100 and $4,925. The final contract amount was $253,705.

 

COMMUNITY ENGAGEMENT:                     Inform

The project is visible to the community and had already stimulated additional interest in water-wise gardening. City staff will continue to promote the project in order to maximize its value as a demonstration project.

 

ALTERNATIVE ACTIONS:

None.

 

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:

The City Council has a long history of supporting water conservation demonstration projects spanning a decade. In the past year, the Council has authorized new projects at the Dunne/Hill Fire Station, the Aquatics Center, the Police Department, and the Civic Center, in addition to this project at the Community and Cultural Center. As mentioned above, this specific project was awarded by the City Council on February 3, 2016.

 

FISCAL AND RESOURCE IMPACT:

The budget for the project, including contingency, was $268,048, which included a rebate of $50,000 from the Santa Clara Valley Water District. The final project cost was $253,705. Implementing water conservation demonstration projects is an activity included in the work program of the Community Services Department.

 

CEQA (California Environmental Quality Act): 

Categorical Exemption

 

The project described in this Staff Report are categorically exempt under CEQA, specifically pursuant to Section 15304 of the CEQA Guidelines (Minor Alterations to Land), as the work involves the replacement of existing conventional landscaping with water efficient landscaping - which is specifically listed as a categorical exemption in Section 15304(b).
