REPORT NARRATIVE:

The State of California offers a grant program that provides for financial reimbursement on projects that utilize recycled tire crumb rubber. Both the Downtown Parks Project and Inclusive Playground Project are eligible for this grant based on the use of recycled tire crumb rubber within the resilient paving playground surfacing. It is estimated the projects will be eligible for approximately $30,000 in reimbursement in total. The grant funding is not guaranteed and limited funds are available on an annual basis.

City staff recommends that the City Council authorize the City Manager to apply for a grant for these projects and other projects that may come forward over the next five years.

COMMUNITY ENGAGEMENT:                     Inform

No Community Engagement was performed in relation to application for this grant.  Extensive outreach was performed through the design processes for the Downtown Parks Project and the Inclusive Playground Project. City Staff provides a quarterly grant update to the Parks and Recreation Commission on the status of grants relating to trails, bikeways, parks and recreation.

ALTERNATIVE ACTIONS:

The Council could choose not to authorize application for these grant funds.

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:

The City Council recently approved the final designs for the Downtown Parks Project in September 2016.  The Council approved the Concept Designs for the Inclusive Playground Project in May 2016.

FISCAL AND RESOURCE IMPACT:

The grant funds would be used to reimburse the Fund 301 Park Impact funds used on these projects. Adjustment to the budget would be made if the grant applications are successful.
