Adopt resolution reciting the facts of the general municipal election of November 8, 2016 and declaring the results of such other matters as provided by law.

REPORT NARRATIVE:

A General Municipal Election was held on Tuesday, November 8, 2016 for the purpose of electing a Mayor, two Council Members, a City Clerk and a City Treasurer. In accordance with Elections Code Section 10263, a resolution reciting the facts of the General Municipal Election will need to be adopted by the City Council.  The Santa Clara County Registrar of Voters Office has concluded canvassing the election returns and has furnished the City Clerk with a Certified Statement of Election Results.  A resolution reciting the facts of the November 8, 2016 Election has been prepared, reciting the facts of the election, for Council adoption.

 

COMMUNITY ENGAGEMENT:                     Empower

California Government Code Section 36501 states that the government of a general law city is vested in having:

 

(a) A city council of at least five members.

(b) A city clerk.

(c) A city treasurer.

(d) A chief of police.

(e) A fire chief.

(f) Any subordinate officers or employees provided by law.

 

Morgan Hill registered voters are involved in directly electing a Mayor, City Council members, a City Clerk, and a City Treasurer.

 

 

ALTERNATIVE ACTIONS:

None

 

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:

On June 1, 2016, the City Council adopted Resolution No. 16-086 (Calling and Giving Notice for the Holding of a General Municipal Election to be Held on November 8, 2016) and Resolution No. 16-087 (Requesting the Board of Supervisors of the County of Santa Clara to Consolidate the General Municipal Election).

 

FISCAL AND RESOURCE IMPACT:

The invoice for the General Municipal Election has not yet been received. $135,000 has been budgeted under the Elections Budget (010-2420-42231) to cover the cost of contract services for consolidation of the election to be charged by the Registrar of Voters Office, and other related election costs.  Should election costs exceed the budgeted $135,000, staff will return to the Council with a budget adjustment to augment the cost of the election. Resources for the November 8, 2016 General Municipal Election are accommodated in the Elections Budget.
