Waive the reading, adopt Ordinance No. 2225, New Series, and declare that said title, which appears on the agenda, shall be determined to have been read by title and further reading waived.

REPORT NARRATIVE:

On December 7, 2016, the City Council Introduced Ordinance No. 2225 New Series, by the Following Roll Call Vote: AYES: Carr, Librers, Siebert, Tate; NOES: None; ABSTAIN: None; ABSENT: Constantine.

 

As a part of the Fiscal Years 2016/17 and 2017/18 Budget adoption, Council approved moving forward with an electronic filing and tracking system for all Statements of Economic Interest Forms (Form 700) and for all Campaign Finance Filings. In order for the City to move forward and implement electronic Campaign Finance filings, an ordinance must be adopted approving the use of electronic filings.

This staff report serves to inform the community of the recommended action of approving the use of electronic filing for campaign finance disclosure statements.

 

ALTERNATIVE ACTIONS:

None

 

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:

Through the Fiscal Year 2016/17 and 2017/18 Budget adoption on June 15, 2016, Council approved moving forward with the implementation of electronic filings for Statements of Economic Interest forms and Campaign Finance Filings.

 

FISCAL AND RESOURCE IMPACT:

There is no fiscal impact associated with the adoption of the ordinance approving the use of electronic filings. The total fiscal impact for all electronic filings would be $6,400 annually which has been budgeted in the City Council Contract Services budget. If the Council chooses not to move forward with the electronic Campaign Finance Filings, the fiscal impacts would be reduced accordingly.

 

As noted above, the time needed to track and file the forms, as well as, the time for filers to complete and submit the forms would be reduced.
