PARKS & RECREATION COMMISSION STAFF REPORT

TITLE
DRAFT BIKEWAYS, TRAILS, PARKS, AND RECREATION MASTER PLAN

RECOMMENDATION
For the Commission provides recommendations to the City Council on the draft plan.

BODY
REPORT NARRATIVE:
The Parks and Recreation Commission received the Draft Bikeways, Trails, Parks and Recreation Master Plan prior to the December 20th PRC Commission Meeting. The draft Master Plan was presented at that meeting. That report is included as Attachment 4 and provides background regarding the plan. It is recommended that the Commission consider utilizing following process to make recommendations on the plan.
1. Ask general questions on the plan
2. Receive a review commission, committee and stakeholders input (Attachments 1 & 2)
3. Receive initial sports tourism study information (Attachment 3)
4. Take public comment on the item
5. Provide recommendations for general changes in the Plan
6. Provide recommendation on Park Classification System (Attachment 4)
7. Provide recommendations on Policies and Actions (Chapter 4 of Plan)
8. Provide recommendations on Prioritization of Projects (Attachment 5)
9. Provide recommendations on funding of operations and projects (Chapter 5 Page 11-12)

Staff will provide guidance in reviewing each section and establishing recommendations, if so desired by the Commission. A ranking system coordinated with commissioners can be used to facilitate the prioritization process. The project sheets have updated information from the Master Plan Document and reflect changes due to increased information on capital and operating costs, previously missing information, and some combining of separately listed projects.

NEXT STEPS
The City Council will receive the Commission recommendations on February 15th for their review of the draft plan. Following Council direction, environmental review will occur and the City's Capital Improv...
