RECOMMENDATION(S)

RECOMMENDATION

Adopt resolution approving the following actions:

1.                     Accept as complete the Monterey Road Sanitary Sewer Manhole Installation Project in the final amount of $57,085;

2.                     Authorize the Public Works Director to sign the attached Notice of Completion; and

3.                     Direct the City Clerk to file said Notice of Completion with the County Recorder’s Office.

REPORT NARRATIVE:

The FY 2015/16 Capital Improvement Program (CIP) included the construction of the Monterey Road Sanitary Sewer Manhole Installation Project between Madrone Parkway and Cochrane Road.  The project objective was to provide a manhole at the location where two City-maintained sewer lines connected to each other along the east side of Monterey Road just south of 18735 Madrone Parkway.  Because a manhole did not exist, grease and other debris frequently accumulated at the junction causing ongoing maintenance problems.  Now that the manhole is complete and the pipes are now accessible, those maintenance problems will be significantly reduced.

 

The project was awarded to Manzo Construction, Inc. for $51,895 on June 15, 2016.  The scope of work for the project was to install a manhole for routine flushing and maintenance purposes, re-route an asbestos water line that is in conflict, repave the disturbed area, and perform all other associated work. During the course of construction it was discovered that an existing nearby manhole had been covered by the roadway surface at some point in the past.  Therefore, a change order was executed to uncover it and raise it to grade at a cost of $5,190.  This action provides another maintenance access point for the sewer crews to flush the sewer lines. The final contract amount is thus $57,085.

 

The work has been completed in accordance with the plans and specifications, and staff now recommends that the project be accepted.

 

 

COMMUNITY ENGAGEMENT:                     Inform

The project is adjacent to commercial properties and prior to construction, staff made contact with the adjacent businesses. The contractor also notified water and sewer customers of the work and scheduled temporary water shutdowns. Project information was also posted on the City's website.

 

ALTERNATIVE ACTIONS:

Accepting the improvements once the contract is complete in accordance with the contract documents is a required process to complete the construction contract and enables the City to release any retained funds owed to the contractor per the California Public Contract Code Section 7107. 

 

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:

o                     The Monterey Road Sanitary Sewer Manhole Installation project was included in the adopted FY 2015/16 Capital Improvement Program budget.

o                     The Monterey Road Sanitary Sewer Manhole Installation project was awarded to Manzo Construction, Inc. for $51,895 on June 15, 2016.

 

FISCAL AND RESOURCE IMPACT:

The final contract amount for the Monterey Road Sanitary Sewer Manhole Installation Project is $57,085.  The project was originally awarded to Manzo Construction, Inc. for $51,895 and the project had a construction contingency amount of $5,190.  The entire contingency was spent on completing the project, thus there is a zero balance.  The project is funded by the Sewer System Replacement Fund (643), utilizing sewer bond proceeds, CIP project #302000.
