RECOMMENDATION(S)

RECOMMENDATION

1.                     Review and revise the City Council Appointments to Outside Assignments and Standing Council Liaison Assignments, as necessary; and

2.                     Direct the City Clerk to notify the appropriate agencies of the amended assignments and update the Form 806 as necessary.

REPORT NARRATIVE:

The City Council is committed to actively participating in regional committees and agencies as an important way to influence decisions that benefit Morgan Hill. The City Council reviewed and discussed its appointments to outside agencies as a part of the City Council Advance on January 27 and 28. The recommended changes are reflected in the attached City Council Appointments to Outside Agencies chart.

 

Highlighted within the chart and listed below are the appointments that still need to be made:

                     South County Joint Planning Advisory Committee; Primary and Alternate delegate

                     South County Joint Planning Advisory Committee; 2 Citizen Representatives

                     Joint Morgan Hill/Gilroy/SCRWA/SCVWD Committee; 2 Primary delegates (1 must be a member of the SCRWA board) and 1 or more alternates. Due to this requirement, either (or both) Council Member Carr or Spring will need to be appointed to the Committee.

 

Staff requests the Council review the current appointments to outside agencies and standing council liaison assignments and make any appointment adjustments, as deemed necessary.  The Appointments to Outside Agencies chart only includes appointments made by the City Council to outside agencies. It does not include appointments made by other agencies or organizations. The Mayor will make appointments, subject to Council approval.

 

Furthermore, staff recognizes that both the Morgan Hill Economic Development Commission and the Corporation Yard Commission are included in the chart of appointments, however both commissions have had limited activity recently. Staff recommends that the Council discuss the future of each commission and provide direction on how to proceed

 

Once the appointments are made, the City is required to post the FPPC Form 806 on its website. The Form 806 lists all the paid appointed positions to which an official can vote on the City’s website including those assignments that do not receive a stipend. Staff requests that Council Members notify the City Clerk’s Office immediately when new assignments are made and when there is compensation of $250.00 or more in a 12-month period.

PRIOR CITY COUNCIL AND COMMISSION ACTIONS:

The Council reviewed its appointments to outside agencies at the City Council Advance on January 27 and 28, 2017. The Council reviews and confirms the list of assignments and appointments annually.

 

FISCAL AND RESOURCE IMPACT:

The time necessary to prepare and present this staff report is accommodated in the Council Services & Records Management Operating Budget. The level of City Council and staff resources necessary to actively participate in each outside assignment varies with some requiring a significant amount of time.
